Today i got this error in my home environment while i am trying to set up Windows cluster with cluster disks(shared disks). I am creating cluster with 3 nodes. I have added 3 nodes at a time and trying to create a cluster. So at this stage i got this error and it also throw another error like cleanup your nodes with power shell command. Even if you are trying to clean up it will throw error. What you have to do is add one node after another don't add all the nodes at a time.
